This segment has no single legal structure. Section 1a(2) KWG contains a particular application of DORA for certain development institutions; section 3 KfWV identifies provisions applied correspondingly to KfW. The applicable framework therefore belongs in requirements discovery.
For regulated markets covered by section 1a(2a) KWG, section 65a(3) specifies application from 1 January 2027; Chapter III reporting applies there from 17 January 2025. Whether this case applies needs assessment for the individual institution.
